The Demise of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are delivered from different nations. Significant resources is allocated on containing certain initiatives. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

After-Dark Attacks

As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity afforded by up-to-date information. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, sparing the city from ruin and additional electricity failures.

Continuous Dangers

Soon after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.

Intermittently, this carried on until dawn. Kyiv faced the morning news: multiple fatalities, damage and heating outages in many homes as a result of the night's assault. As typically, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's vital need on international aid – a dependence that regional partners are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The comprehensive proposal from US administration generated strong feelings, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's south or east.

The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through statements or actions, from thinking that the situation will not evolve additionally in its favour in the coming year.

Opposing Positions

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
